The CTER Legal Update & Indian Preference Conference is organized by the Council for Tribal Employment Rights (CTER), the national nonprofit organization that assists tribal governments in recognizing and implementing their sovereign rights to prioritize Native American employment. The conference brings together experts in TERO (Tribal Employment Rights Ordinance) and Indian Preference Law alongside national and tribal leaders to address current legal developments and challenges affecting tribal sovereignty and employment rights. The 2026 theme, ’Sovereignty in Action: Strengthening Preference & TERO Law,’ reflects an emphasis on understanding emerging threats to tribal rights and how to respond to them through legal and policy channels.
